La Comunidad de Madrid anuncia una rebaja del IRPF a hipotecados para compensar la subida del Euríbor

La Comunidad de Madrid aplicará una bonificación del impuesto de la renta (IRPF) para los propietarios de viviendas con hipoteca de tipo variable que se hayan visto perjudicados por la subida del Euríbor. La rebaja será del 25% de la diferencia entre el interés actual y el del final de diciembre de 2022, por un montante máximo de 300 euros anuales, según ha anunciado el portavoz del Gobierno, Miguel Ángel García Martín.

García ha dicho que la rebaja supondrá un “alivio fiscal” de 90 millones de euros y beneficiará a 450.000 contribuyentes. La medida ya la había anticipado la presidenta regional, Isabel Díaz Ayuso, tras una reunión del Pacto Regional por la Vivienda —un foro con representantes del sector inmobiliario— en febrero, y se incluirá en una ley que contempla otras rebajas fiscales para la compra y el alquiler. Por ejemplo, una deducción de 1.000 para propietarios de menos de cinco pisos que arrienden una vivienda vacía. Se dejarán de recaudar 20 millones de euros y se beneficiarán 20.000 propietarios, según el Gobierno.

Otras medidas tratan de poner coto a la despoblación de los municipios de menos de 2.500 habitantes con el foco en los menores de 35 años. Los nuevos inquilinos de una vivienda vacía que cumplan estas condiciones tendrán una rebaja de 1.000 euros si se quedan al menos tres años. Si compran, se ahorrarán el 10% del IRPF del precio durante 10 años, por un máximo de 1.546 euros anuales. También se reduce a cero el impuesto sobre transmisiones patrimoniales y actos jurídicos documentados.

Exención de requisitos

La política de vivienda del PP en Madrid pasa por aumentar la oferta y reducir límites a la construcción, y en ese sentido va también la medida “temporal y extraordinaria” de permitir que los bloques destinados a oficinas se puedan reconvertir en un plazo de tres años al uso residencial para vivienda de protección pública en régimen de alquiler. Esta nueva posibilidad viene contenida en otra ley que prepara el Ejecutivo regional y alude al alquiler llamado “asequible”, una fórmula legal que en la práctica no aleja en exceso de los precios de los del mercado libre. El portavoz del Gobierno ha calculado que se podrán reconvertir con esta figura hasta 20.000 viviendas.

La flexibilidad se extiende a la figura del planeamiento, pues la ley eliminará el requisito de elaborar planes especiales para construir vivienda pública en parcelas supramunicipales calificadas como equipamiento, con los que el Gobierno prevé un ahorro en trámites de ocho meses.
